Bill Stevens is a council for Haven and was involved in rebuilding the lighthouse when it was destroyed multiple times.
Background[]
He appeared at the wreckage site of the lighthouse complaining about how the town will never fund another lighthouse. It had been built previously after the hunter metor storm hit Haven. As he walks off his eye are sewed up by a trouble left out by Duke. He is taken away by the EMTs to the hospital.
